Leaders of partnership programs across the country say that success hinges on clear expectations for schools and businesses. Partners work more effectively when expectations are agreed upon upfront. Defining roles and responsibilities, goals and measurements of success helps minimize problems that could materialize later due to lack of clarity.

Partners are encouraged to jointly develop an annual plan that includes measurable outcomes tied to student achievement. This link may be formal, such as one-on-one tutoring, or less direct, such as pizza parties for good attendance. Time commitment, volunteers, communication strategies, financial obligations and evaluation are also important. For example, the school should know how often volunteers will be in the classroom or whether the partner will make a financial contribution. At the same time, the business needs to know what is expected of it, how its resources will be used and how the partners will evaluate progress.

A note of caution: Research by the Daniels Fund revealed a fine line between clear, realistic expectations and program evaluation and perceived bureaucratic red tape. Educators and business leaders interviewed for the project expressed support for clearly defined expectations, but warned against inflexible or burdensome regulations or paperwork.

The involvement of the principal and CEO in setting expectations – especially early on – was also emphasized. Those interviewed felt having a key decision-maker at the table was critical to success and illustrates to staff that the partnership is a high priority.
